Michael D’Amato, AICP, CZEO

Co-Founder, Principal

Mike has worked for over 15 years in both the private sector and for Connecticut Municipalities. He holds a Bachelor’s Degree in Geography with a concentration in Urban Planning from Central Connecticut State University. In addition, he is certified as a CT Inland Wetland Agent, a Certified Zoning Enforcement Officer (CZEO) and by the American Institute of Certified Planners (AICP). Before co-founding Tyche, Mike worked for the Towns of Berlin, Somers, and Newington, CT and was part of the Community Development Group at the engineering firm CME Associates Inc. (A CHA Company). In his work at Tyche, Mike serves as a consulting planner for mulitple Connecticut Towns including, Willington, East Windsor, Ashford and Tolland. He has also assisted in the drafting of several Affordable Housing Plans, Zoning & Subdivision Regulations, and Plans of Conservation & Development updates. He has successfully prepared grant applications, managed multiple Municipal software implementations, and provided tailored staff training and development for multiple Towns. He has served as the Membership Director for the Connecticut Association of Zoning Enforcement Officials since 2015 and is a Member of the Zoning Board of Appeals in his hometown.

John has been a Planner for twenty years. He holds a Bachelor’s Degree from Fairfield University and a Master’s Degree in Natural Resources Management & Engineering from UConn. He is a member of the American Institute of Certified Planners (AICP) and holds accreditations from the Connecticut Association of Zoning Enforcement Officers (CZEO), the US Green Building Council (LEED-AP), and the Institute for Sustainable Infrastructure (ENV-SP). He serves both private-sector developers and municipalities. In addition to serving as Consulting Town Planner for Voluntown, Columbia, Essex, Andover, and Hampton, CT, He has also served as Economic Development Coordinator for Hebron and Willington, and has written numerous planning documents and special studies for over 20 towns and cities in Connecticut. Prior to his work with Tyche, John worked for CME Associates (a CHA Company), served as Town Planner in Woodstock and Thompson, CT, and as a Planner with the Capitol Region Council of Governments. For the past twenty years, John has also served on the Board of the nonprofit Connecticut Resource Conservation & Development Council (RC&D), the last eighteen years as President. He also serves on the Executive Board and as Co-Chair of the Government Relations Committee of the Connecticut Chapter of the American Planning Association (CCAPA).

Senior Planner

Robin has over 20 years’ experience serving in Connecticut Municipal planning departments in various capacities, with the last 14 years as a municipal planner.  Robin has served as a municipal wetlands agent, zoning enforcement officer, and code compliance officer.  She has assisted several municipalities with comprehensive zoning regulation rewrites, PoCD updates, and implementation and training for Municipal Permitting Software programs. Robin has served on the Connecticut Association of Zoning Enforcement Officials (CAZEO) Executive Board since 2010 and has been the President since 2014.

Zoe Chatfield

Associate Planner

Zoe has a Bachelor's in Sociology and Urban Studies from Smith College, a Graduate Certificate in Geographic Information Systems from UConn, and a Master's in Community Development and Planning from Clark University. She sits on the Hartford Parking Authority board and is an alternate commissioner on the Historic Properties and Preservation Commission. She previously worked as assistant to the chair for Hartford's Commission on Cultural Affairs, where she helped write the policies and manage the selection process for Hartford's first Poet Laureate, Troubadour, and Flow Artist. She's also done freelance GIS work for Broadband Telecom and facilitated workshops for both high school and graduate students on topics of GIS, the arts in community, and social equity. 

Manuel Medina

Associate Planner

Manuel has worked in a diverse range of fields, having experience in academia, operations management, planning, and zoning. He holds a Bachelor’s Degree in Resource and Environmental Management from Simon Fraser University. His most recent role was with the Town of Coventry where he worked as Assistant Planner and Zoning Enforcement Officer. Throughout his career, Manuel has had the opportunity to become fluent in several programming languages, which have been helpful when working with large datasets for GIS projects. He is interested in expanding his focus on transportation planning, especially since becoming a resident of Eastern Connecticut.

Associate Planner

Johneil has a Bachelor's in Environmental Studies and a Master's in Environmental Sustainability and Decision Making from St. John's University. She previously worked at the NYC Department of City Planning in a dual role as a planner where she facilitated notable development projects and public amenity spaces throughout Midtown Manhattan. Before working in New York, she was a Land Use Technician for the Town of Westbrook. Johneil also previously supported the CT Metropolitan Council of Governments’ member municipalities with achieving Sustainable CT certification through the Sustainable CT program. She assisted with the development of their online regional trail viewer through data integration and collection of their mapping schema. She is interested in expanding her focus on sustainable development.

Jeremy DeCarli, AICP, CZEO

Senior Planner

Jeremy has worked in the field of Planning in Connecticut for over a decade. He is a Certified Zoning Enforcement Officer (CZEO), a Certified Inland Wetland Agent, and is certified by the American Institute of Certified Planners (AICP).  He has experience with many facets of planning, zoning enforcement, and wetland protection and enforcement.   Past roles include the Director of Planning and Community Development in the Town of Southington, Planning and Zoning Official for the Town of East Hampton, and Regional Planner at the Lower Connecticut River Valley Council of Governments. Jeremy serves as the Professional Development Officer for the Connecticut Chapter of the American Planning Association and is a member of the Executive Board. Jeremy previously served as the Chairman of the Inland Wetlands Commission in the Town of Haddam. He holds a Bachelor’s Degree in Sociology from Emmanuel College and a Masters in Geography with a concentration in Planning from Central Connecticut State University.
